Oikonomos Care Ministries

Carlos Francisco G. Novisteros has extensive experience in pastoral ministry, campus missions, church planter training, and Christian leadership. He served as Senior Pastor of Grace Bible Church (GBC) from 2012 to 2022 and currently serves as a deacon of the church.

Actively involved in campus ministry since 1980, he also serves as a teacher in church planter training, equipping leaders for effective ministry. He is a board member of Bible League Philippines and Frontiers Philippines.

Carlos holds a Bachelor of Science in Business Administration, majoring in Accounting and Management, from the Philippine School of Business Administration.

As Chairman of Oikonomos Care Ministries, he brings extensive experience in pastoral leadership, discipleship, church planting, and organizational leadership.

Rev. Al Dungo has served as a missionary with New Tribes Mission of the Philippines (NTMPI) since 1995. He began his missionary work among the Central Subanen tribe in Zamboanga del Norte, serving for six years during the pioneering stage of the ministry and helping establish a local church among the first believers.

He also served as a missionary in Nepal for two and a half years. His leadership roles within NTMPI include one term as Church Planting Director and three terms as Overseas Missionary Director, concluding his service in the latter role in 2025.

Al is currently on study leave and is pursuing a Master of Divinity in Intercultural Studies at the International Graduate School of Leadership (IGSL).

As Secretary of Oikonomos Care Ministries, he brings extensive experience in cross-cultural missions, church planting, and missionary leadership.

Peter Bangcong has served in cross-cultural missions and church planting since 1989. He ministered among the Talaandig tribe in Agusan del Sur (1989–1996) and the Red Karen people in Thailand (1997–2015) as missionaries with New Tribes Mission of the Philippines (NTMPI).

From 2016 to 2023, Peter served as NTMPI's Church Planting Director, providing leadership and guidance to missionaries. He currently serves alongside Ochie among the Kalanguya tribe in Nueva Vizcaya, focusing on pastoral training and leadership development.

Peter holds a BS in Electrical Engineering from Manuel L. Quezon University and a Master of Intercultural Studies from Biola University.

As Treasurer of Oikonomos Care Ministries, he brings extensive experience in missionary leadership, church planting, and equipping pastors for effective ministry.

Leofin R. Blanco Jr. has extensive experience in pastoral ministry, church planting, theological education, and pastoral care. He served as pastor of Singalong Evangelical Church (1987–1990) and assistant pastor of Christ Our Savior Church in Chicago (1993–1995). In 1996, he planted a church in Chicago and served as its pastor until 2016. He later served as a hospice chaplain from 2016 to 2023.

He holds a BS in Biological Sciences from the University of the East, an MDiv from Asian Theological Seminary, two ThM degrees from Trinity Evangelical Divinity School, and a Doctor of Ministry from McCormick Theological Seminary.

In 2020, he founded Oikonomos Care Ministries in the Philippines to equip pastors and missionaries for effective ministry and empower them to improve their economic well-being.

Paul Penarroyo has served in pastoral ministry, campus missions, and Christian leadership since 1986. He served as Resident Pastor of Sambahang Cristiano sa Gumaca, Quezon (1986–1994), and Living Word Christian Community Church in Lucena City (1994–2005).

Since 2005, he has served as a campus missionary with the Alliance of Bible Christian Communities of the Philippines (ABCCOP). He has also served as Senior Pastor of Living Word Christian Fellowship in Lucban, Quezon, since 2012. In 2025, he became a member of ABCCOP's National Council of Elders.

Paul holds a Bachelor of Theology from FEBIAS College of Bible.
